I think when GS brought out Challenges, it showed there was a need for a Virtual cache type but GS implementation of Challenges was diabolical and it was not a surprise they went and they got that wrong as well :o

As said before, Virtuals could be managed like Earth caches, so there is tight control, except it seems you can still have an Earth cache miles from your home - WRONG :(
