What does this mean? (EarthCaches)

Geocaching HQ posted this on social media: “We’re happy to announce that EarthCaches are available to all geocachers in honor of International EarthCache Day on October 12th and 13th.”

What does this mean? Aren’t EarthCaches always available? Or does it mean premium ones will be available to basic members? Or were they meant to say a souvenir is available to all geocachers?

It seems to have confused several people on the Geocaching forum as well - they keep referring to some sort of app - which has confused us!

Has any one informed HQ that all cachers can currently create Earthcaches, it doesn't need to be a special day ::)

Or are they looking to limit them or even Grandfather them :o :o
