Well, I think it is some secret April Fools joke  :o

They have reviewers from exotic locations publishing caches in different countries

eg/ Hawaii reviewers publishing in UK
      Uk reviewers publishing in Hawaii

There has been lots of talk about that in the Groundspeak forums
